The number is how many animation frames this tab painted in the last half second, scaled to a second. On a 60 Hz panel you'll usually sit near 60 fps. That is not a certificate of the panel’s Hz rating.

- Is this the monitor’s rated refresh?
- No. A busy tab, a battery saver, or a browser cap can sit below the panel’s rating. Phones often cap well below the advertised Hz.
- Why does it move around?
- It's recounted every half second. Small swings of a frame or two are normal.
- What is the moving bar for?
- A visual check that frames are arriving. The number is the measurement.
